PROGRAM MANAGER INSTRUCTIONAL SERVICE (WASHINGTON DC REGION, FULL-TIME)

Reports To:
The Program Manager reports to the Vice President.

Position Overview:
A language services company headquartered in Fairfax, VA, is seeking a highly motivated
Program Manager to oversee a large-scale language instruction program. Must have a positive attitude and be skilled in the operational aspects of managing language services or related programs, especially for US government agencies. The ideal candidate will possess relevant experience in all aspects of managing language services programs with the ability to lead, organize, recruit, train and supervise a large staff. leading, organizing, recruiting and managing a large staff.

Job Duties and Responsibilities:
The Program Manager will be responsible for the following primary responsibilities:

  • Apply knowledge of best management practices(including responsibilities under all applicable labor laws) to monitor activities of the company’s employees assigned to the program
  • Apply appropriate management and leadership skills in consulting, coaching, mentoring and directing employees from diverse cultural and ethnic backgrounds when issues requiring intervention arise
  • Coordinate training, coaching and development of staff as needed to ensure high quality language services
  • Monitor and track employee’s time and attendance to ensure that they are at work and in class as assigned
  • Meet with client as needed regarding assignments, contractor performance and/or conduct, planning, and status updates
  • Inform the client of any and all issues requiring government attention
  • Design and maintain spreadsheets to monitor staffing allocations
  • Implement and enforce client and company policies with staff
  • Lead the transition plan at all phases
  • Track open positions and coordinate resources to fill in a timely manner
  • Monitor performance of contract staff
  • Provide feedback on performance (from evaluations) and institute performance improvement plans when necessary
  • Lead all quality control efforts
  • Participate in client meetings and have current, accurate information to report regarding program performance
  • Provide timely reports as required and requested
  • Proactively anticipate risks and provide risk mitigation plans

 

Required Qualifications:

  • MA/MS or Ph.D., or foreign equivalent degree in applied linguistics, foreign language
    education, second language acquisition, or a related field
  • 2 or more years of experience administering a foreign language program.
  • 3 or more years of experience as a foreign language instructor, tester, curriculum developer, or similar role
  • A minimum of 4,500 hours experience leading and directing programs
  • Experience in overseeing and performing administration on a staff of 100 + in a related field
  • Experience managing non-native U.S. citizens
  • Management experience in tracking budgets on large language services programs
  • Excellent verbal and written communication skills in English
  • Experience in proactive recruiting, hiring, and training to fulfill emerging requirements
  • Must be highly motivated with positive customer-oriented attitude

 

Additional Preferred Qualifications:

  • Experience managing non-native U.S. citizens in a highly diverse cultural setting preferred
  • Knowledge of adult language teaching and learning principles, curriculum design methods, evaluation, and/or teacher training preferred
  • Experience providing teacher training a plus
  • Experience teaching to and/or testing with the ILR scale in an adult learning environment a plus
  • Project Management Professional Certification is highly desired

 

Location: on-site in Arlington, VA

Pay: This position is a full-time opportunity with excellent compensation and benefits. Pay is commensurate with experience.
